Stephanie's Story
Before she came to live at the Portland Hotel 17 years ago,
Stephanie was in a state of crisis on a constant basis. She had
been rotating in and out of the psychiatric system, hospitals and
treatment centres since childhood and had been barred from a number
of shelters in the Downtown Eastside because of her psychotic
behaviour. It was estimated that in one three-year period, she had
cost the system $1.3 million in 911 and emergency expenses.
